The Local Government Transparency Code 2014 came into effect in October 2014 the Code is issued by the Secretary of State for communities and Local Government in exercise of his powers under Section2 of the Local Government, Planning and Land Act 2980 ('the Act) to issue a Code of Recommended Practice (the Code as to the publication of information by local authorities about the discharge of their functions and other matters which he considers to be related . It is issued following consultation in accordance with Section 3(11) of the Act. It replaces any previous Codes issued in relation to authorities in England under those powers.

The code does not replace or supersede the existing legal framework for access to and re-use of public sector information provided by the :

• Freedom of Information Act 2000 ( as amended by the Protection of Freedoms Act 2012)
• Environmental Information Regulations 2004
• Re-use of Public Sector Information Regulations 2005
• Infrastructure for Spatial Information in the European Community Regulations 2009 and
• Section 15 of the Audit Commission Act 2998 which provides a right for persons interested to inspect a local authority's accounting records and supporting documentation and to make copies of them for a limited period each year.

Local Residents Legal Rights.

As a local resident you have a legal right to inspect, ask questions about and challenge items in the Town Council’s accounts.

As a local resident, interested person or journalist you have certain rights in respect of inspecting the accounts and related documents of a local authorities. The rights must be exercised during the single 30 day inspection period which is during June and July each year. The exact dates will be set by the Town Council’s auditor in March 2018,

Your council tax helps to pay for the services provided at all levels of local government - county and town or parish councils, as well as the police and fire authorities.

Council Tax & Budget

The Town Council commences its budget preparation and discussion thereof in August of the year preceeding the setting of the budget for the relevant financial year.  The budget will be formulated and agreed over the coming months and formalised at a meeting of the Full Council in December each year.  The preparation of the budget will result in a precept requirement which is notified to the principal authority, Wiltshire Council immediately after the meeting.

For 2016/17 the Town Council has increased its precept more than in previous years to pay for three additional services we have not provided in the past.

Street Cleaning ; Street cleaning is the responsibility of Wiltshire Council, however last year the service was cut to such a low level the many people felt that the town was always dirty. We plan to provide a top up street cleaning service in the town centre in the future.

Grounds Maintenance; like street cleaning, maintenance of non-Town Council amenity land has been cut to a very low level by Wiltshire Council and therefore we will be providing a top up service for these areas.

Public Toilets; Wiltshire Council have decided to close all public toilets on the 1st of April. There is a significant feeling locally that this would not benefit Devizes therefore the Town Council has agreed to take on this operation.

Financial Statements (Accounts)

The Town Council produces detailed Financial Statements on an annual basis.  These are approved at a meeting of the Full Council and used as a basis for the Annual Return submitted to the Council's external auditors.

Annual Report

Each year Devizes Town Council produces an Annual report which summarises the Council's activities and financial position for the last financial year.  The following document was distributed to the residents of Devizes in August 2017.

Devizes Town Council publish Publication Schemed information in line with the Information Commissioner's Office Model Publication Scheme 2008, and identifies information which is available to publish as part of Devizes Town Council's operational activities.

The scheme commits the authority to:

  • Proactively publishing or otherwise making available as a matter of routine, information, including environmental information, which is held by the Council and falls within the classifications detailed in Section 2

Your complaint will be dealt with as quickly and sensitively as possible, we will endeavour to respond within a reasonable time period if it can not be resolved immediately.

Our charter is to acknowledge all written complaints by post or email immediately and where possible to respond to your complaint within 15 working days. If the nature of the complaint is likely to take longer than 15 days to investigate and fully respond to you will be notified (within 15 days) of the current situation.

Should the Town Clerk be unable to deal with your complaint, and providing it is relevant to the Town Council, your complaint will be referred to the relevant committee for consideration. You will be kept informed if the complaint warrants such action.

Throughout the year the Town Council consults with the residents of the parish on a number of issues which includes determining the level of satisfaction for the services Devizes Town Council is empowered to provide.

Consultation takes place in many ways such as face-to-face, via the postal services, via the Messenger newsletter and by telephone. Councillors and officers believe that the most effective form of consultation is carried out face-to-face as this gives the public an opportunity to speak directly to their ward town councillor. this type of consultation also gives the council an opportunity to put on display current information about local council projects and events.

Strategic Business Plan

The Strategic Business Plan illustrates how Devizes Town Council will help to create the conditions to support developing Devizes as an attractive place to live, work and visit.


All councils face tough challenges over the next three years but not withstanding this, Devizes Town Council believes that it must promote and encourage improvements to the economy and environment of Devizes whilst respecting the heritage that is the hallmark of our historic town.


Following public consultation, it is clear that local people value a vibrant, clean and safe town which makes Devizes a highly desirable place in which to live, work and visit. However, Devizes Town Council recognises that it cannot be complacent understanding that many of the “public realm” services, which are currently delivered by Wiltshire Council will be reduced in the face of funding constraints.


As such, one of the key priorities for Devizes Town Council is working with other organisations to create a sustainable framework in which high standard services can continue to be delivered.


This plan is a working document and will be updated annually in January of each year in order to reflect the priorities of the Council following the setting of the budget and future forecast.

Each year Devizes Town Council produces an Annual Report which gives summarises the Council's activities and financial position for the last financial year.

The Council manages its services in line with the adopted “Mission Statement” and “Core Objectives” for the authority. These were reviewed and adopted on the 7th October 2014.
